Texting Citations Off To Slow Start In Sioux Falls

It's been one week since South Dakota's largest city enacted a texting-and-driving ban for drivers - and so far, police have issued zero tickets.
 
But police say that doesn't mean the ban isn't working. Police spokesman Sam Clemens says it's tough for officers to prove that someone's careless driving is caused by texting.
 
Clemens says that officers have pulled over some drivers they think were texting, but the driver insists that they were making a phone call, which is legal. The drivers still gets cited, but under different ordinances.
 
Clemens says the overall goal is to catch careless drivers, period.
 
Sioux Falls is the first and, so far, only city in South Dakota to enact a texting ban.
