A new law that will make it illegal for young motorists to use a cell phone while driving takes effect on Monday.
The law restricts anyone between the age of 14 and 18 from using any handheld communication device while behind the wheel.
The South Dakota State Legislature directed that the new law will be enforced as a secondary offense, meaning that the driver would have to be stopped for another offense before a handheld device ticket can be issued.
