SD Reservation Grocery Store Remains Closed

The sole grocery store on the Pine Ridge Indian Reservation remained closed Wednesday despite the attorney general of the Oglala Sioux saying a temporary restraining order has been lifted. Oglala Sioux Attorney General Ray Ann Red Owl says she has dismissed the order and it is up to the owners to decide when to reopen the store. The Sioux Nation Shopping Center has been closed since Friday after the tribe filed the order. The tribe claims the store was selling outdated meat. A lawyer for the store said the store should reopen Thursday. The closure has forced reservation residents to shop at convenience stores or travel to grocery stores in other towns.

SD Awarded Grant But Will Wait On Exchange

South Dakota has been awarded a $5.9 million federal grant to continue research into the possibility of a state-run health insurance exchange. But Gov. Dennis Daugaard says the state will continue to wait for the outcome of the lawsuit challenging President Barack Obama's health care overhaul before deciding whether to pursue a state-run exchange. The state applied for the United States Department of Health and Human Services grant in March 2012. South Dakota has not decided whether to pursue a state-run health insurance exchange. Daugaard says receiving the grant does not change its plans. The governor says the best case for South Dakota would be if the Supreme Court overturns the bill in its entirety. He says if that doesn't happen.

Projects Engage MN Teens In Pregnancy Prevention

Efforts to engage Minnesota teenagers in pregnancy prevention may be paying off. Several projects across the state are working with teens to bring pregnancy rates down. Experts say those efforts are working, as the birth rate among Minnesota teenagers has plunged nearly 40 percent in the past two decades. Mary Jo Chippendale, who follows birth rates for the state health department, says some of the more obvious explanations don't fully explain what's happening. While sex education classes tout abstinence, Chippendale says there hasn't been a big change in sexual activity over the last 10 years. And the abortion rate among Minnesota teens ages 15 to 19 has declined at a similar pace as the birth rate.

2 SD Cities Resolving Disputes With Worker Unions

The Pierre City Commission has finalized contracts with the union representing two groups of city employees, and Rapid City and its firefighters have come to an agreement on wages. Both disputes have been ongoing for about two years. The Pierre dispute involves the city's non-administrative civilian employees and some workers in the police department. The city declared an impasse in 2010 and imposed a contract but the state Supreme Court eventually ordered negotiations to resume. City and union officials in Rapid City say the proposed agreement there was the result of a bargaining process that began shortly after a court ruling in the firefighter union's favor in January.

The Mitchell City Council is looking at a pared-down plan to improve and expand the Corn Palace. A plan unveiled in January was estimated to cost at least $35 million, but a committee has presented the city council with a new plan that would cost between $10 million and $12 million. Doug Dailey, chairman of the Next Generation Corn Palace Committee, says the panel knows the first plan was excessive. The new plan would renovate the adjacent City Hall to become part of the Corn Palace. It also would update the building to add street-level mosaic tiles, an observation area, improved lighting and a new dome. The building is hosts sports and other events. Its exterior is decorated with murals made of corn.

Johnson Praises Renewal Of Export-Import Charter

Sen. Tim Johnson is praising the Senate's passage of legislation to renew the charter of the Export-Import Bank. The bill reauthorizes the bank for three years and raises its lending cap from the current $100 billion to $140 billion. Johnson, who chairs the Senate Banking Committee, says the higher lending authority will ensure the Export-Import Bank can grow to meet the future needs of American exporters. The South Dakota senator calls the bill an important step in supporting American businesses and workers. Johnson says a failure to reauthorize the bank would have put American exporters at a steep disadvantage to their international competitors and put at risk nearly 300,000 American jobs.
